Building a reliable webhook dispatch engine

A core component of our infrastructure is the event dispatch engine. Every shipment state transition (like IN_TRANSIT, ARRIVED, COMPLETED) can fire a webhook to the merchant's configured endpoint. Failed deliveries are retried automatically by our task queue, so a merchant server that is briefly offline still receives its events.
